Gary, again, was a cocky and arrogant boy who thinks he was a born pro-trainer. That became his downfall when he lost in the League, a round before he could be on the top 16, like Ash. That hit him so hard, that he's now going around, trying to find himself.
Personality:
This boy has confidence and arrogance written all over him. Being the grandson of the world's famous Pokemon researcher, and being trained by him, he thinks he's god's gift for the world. He's so full of himself, he hired cheerleaders to follow him in his journey. Though after his loss in the Indigo League, he fired them. He's now on a journey of self-discovery of himself.
He also knows a lot about Pokemon, and is a ham to show that knowledge off. Despite his cocky attitude, he does have good work ethic, which allowed him to train and rotate many Pokemon through his journey.

History:
Some of his origin remains unknown, nor the reason for the absence of his parents. It's said they, as Pokemon archeologists, vanished when Gary was very young. So, he and his sister, lived with their grandfather, Professor Oak. Gary also was 'friends' with Ash Ketchum. Before either of their journeys began, both Gary and Ash found an old Poké Ball while fishing. The two boys began fighting over who would get to keep the Poké Ball but ended up breaking it in half.
Since then, they decided to keep the two separate pieces for themselves.
And finally, the time for being a trainer arrived, though Gary waited a few months, after his birthday, to train with his grandfather, so no hindrance would occur in his journey. He, along with two other trainers, named Paula and Damian, got their starter Pokemon before Ash could. Gary rubbed it on Ash's face, for being late, and went off to start his journey.
And what a run he had, catching so many Pokemon, and even collecting 10 badges (the extra two was just for fun). Soon he would eat his words when he would challenge the Viridian City Gym Leader, Giovanni, to a Pokémon battle for his final, but not necessary, Badge. Mewtwo made quick work of the two Pokémon and Gary experienced his first (known) loss. However this still didn't change his arrogance.
What crippled it was his lost in the forth round at the Pokemon League. It didn't help that Ash lasted a round higher than he, leading him on the top 16 list. So frustrated, he fired his personal cheerleaders, and went off on his own to cool off, and think things through.
