Fraud is a Burst Warrior, as such he's able to merge with his Bisharp and Reshiram, able to use their powers and abilities he can improvise with them. He mainly uses Bisharp, Reshiram is only for opponents he considered worthy or more of a threat.
Beyond his Burst abilities, Fraud is quite wealthy. Having inherited most of his power from his father, he took that wealth and formed an evil organization, Great Gavel. Even without his burst forms and men, he's still a skilled fighter and warrior.
Weaknesses:
Before become young again, Fraud had the weakness of a middle age man for his age. As a Burst Warrior, he'll have the same weakness his pokemon would have for a Dark/Steel and Fire/Dragon would.
For his own weakness, Fraud has a very dark view of the world. He thinks those with power demand respect, and should be used instead of negotiations and peacemaking. While he wants a peaceful world, he thinks it can only be brought by violence, and doesn't understand it'll only bring more violence and vengeance.
Personality:
Fraud is a cunning business man, who won't shy away from manipulation and killing those he gets in his way. He seeks for a peaceful world, but has difficulty processing how violence and vengeance will only call for more and will not bring peace.

In a region within the same nation as Unova, the use of the Burst Heart is quite known. Decades ago, Fraud was the son of a well know and respected business man name Kared. He owned a Reshiram Burst Heart. He'd never used it to attack his enemies however, but only as a good luck charm. Those that wishes to harm him or his family would think twice.
Fraud however didn't understand, and when a man had dishonoured his father, Fraud stole that Reshiram and killed that man. However, this resulted in the man's son from hiring a hitman Burst Warrior to attack back.
Fraud lost his father and wasn't able to master Reshiram yet. Despite his sister's pleading, his views didn't changed. He vowed to become stronger, and make the world peaceful through violence.
Over the years, he had started the organization Great Gavel. Like many evil organizations around the world, they misuse pokemon. Great Gavel uses the pokemon as weapons, namely through the Burst Hearts. Fraud has taken up a Bisharp to hide his true Burst Warrior form, and had even used his team's technology to become younger, keeping it a secret from nearly his entire organization.
Being a wealthy man, Fraud had received an invitation to Orre, for the upcoming opening of Realgam Tower. At first he wasn't interested, but after hearing more of these digital monsters crossing into the world and this team's discovery of 'shadow', he got interested.
Making a deal with Cipher's head, he would received data of the shadow pokemon and in return he'll supply them with pokemon from Unova.
